Age:
- You must be aged 16 or over.
- You must be under State Pension age when you first apply.
Residency:
- You must be living in England, Scotland, or Wales.
- You must have lived in the UK for at least 2 of the last 3 years.
- You must currently live in the UK when applying.
Health Condition:
You must have a long-term physical or mental health condition or disability, and:
- It must cause difficulty with everyday tasks or getting around.
- These difficulties must have lasted at least 3 months, and be expected to continue for at least 9 more months (12 months total).

If a doctor confirms you’re likely to have less than 12 months to live, you can claim under Special Rules, and:
- The assessment is fast-tracked.
- You’re usually automatically entitled to the enhanced rate of the Daily Living component.
