On 15 April 2025, the two laws HB 111 and HB 112 became law as the governor signed the passed laws offering financial relief to Georgians. The HB 112 bills will offer a special tax refund (surplus tax refund) to the Georgia taxpayers who have filed their tax returns for the 2024 tax year.
The Georgian government is releasing the tax refund for the third time as the state experiences a revenue surplus, which is now used to put some money back into the pockets of residents. Under the surplus tax refund, the lowest payout is $250 for the taxpayers, which will be released soon.
Taxpayers who have filed the tax return before or on 01 May 2025 can expect the refund in eight weeks due to the end-of-season rush, however, people who have filed the return earlier can expect it soon, as the revenue department is working on the 2025 surplus tax refund.

Who is eligible?
As per the Georgia government passed bill, the Georgians who meet the following eligibility conditions will qualify for the surplus tax refund:
- You must be living in Georgia for the full year and have a tax liability.
- You have filed the 2023 and 2024 Georgia income tax returns on time.
- On another person’s tax return, you should not be listed or claimed as a dependent.
- Non-residents of Georgia from other states who worked in the State and earned from Georgia sources will also be entitled to the refund.
Georgians should know if they owe debt or money to the government or revenue department, the money from the refund will be used to cover the debt, so do check your refund when you receive it.
Check Status
Georgian taxpayers who have filed the 2024 tax return can check the status of the surplus tax refund on the Department of Revenue’s online services with their SSN or ITIN number or federal adjusted gross income for the 2023 tax year listed on the tax form.
The following procedures can be used by Georgians who want to monitor the progress of their Georgia HB 112 tax refund:
- You should go to the Georgia DOR official website and select the Top Services option.
- Next, select the “Check My Refund Status” and scroll down to the Surplus tax refund option in the Related links section.
- On the next page, find the status option below the page and click the link to go to the online services portal.
- Next, read the instructions and enter your Social Security number or ITIN with the tax year and federal adjusted income.
- Your Georgia surplus tax refund status will then show up on your screen after you click the Search button.
Important Note: The tax refund status page is yet to be updated for the 2025 surplus tax refund, hence, taxpayers may have to wait to track the status.
When to expect?
Taxpayers who have filed their tax returns earlier can expect the tax refund soon, as the Revenue Department has begun implementation of the HB 112 surplus tax refund for 2025 based on the 2024 and 2023 tax returns.
According to reports, Joe Sonwden has told the news channels that timely tax return filers can expect the surplus tax refund by late May or early June 2025, however, taxpayers who have filed near the deadline, 01 May 2025, can expect the refund check a little late in the eight weeks as it will take time to process and review due to the end season rush.
Payment Mode
The Georgian authority will send the surplus tax refund for 2025 based on the regular processing of the tax refunds, so it will be sent via direct deposit or physical checks, whichever you have selected in the filed tax return to receive tax refund.
The surplus tax refund is non-taxable except to recover the debt balance, so the taxpayers can stay tension-free; if they have filed the tax return for the 2024 tax year, they can expect the refund as per the payment mode.
