The Singaporean government has implemented the GST Voucher program to assist lower- to middle-income households with their expenses, especially regarding the Goods and Services Tax (GST). This scheme has four key components to support Singaporeans, such as MediSave, Cash, U-Save, and S&CC rebate.
The GSTV U-save and S&CC rebate will be processed in April 2025 as the first quarterly payment for the financial year 2025-26. This rebate will counterbalance your utility and conservancy bills to support you with the rising cost of living.
Through this initiative, the government offered financial relief to the Singaporean households for the GST they paid. Under this system, the government collects GST and then helps the seniors or lower-to-middle income earners with GST vouchers, which is much more effective than exempting the GST. In the scheme, some are quarterly payments and some are one-time payments.

Who is eligible?
Singaporeans wondering about their eligibility criteria for the GST Voucher scheme can check the conditions for each component below:
- For GSTV Cash:
- You are living in Singapore and hold Singaporean citizenship only no dual citizenship.
- The minimum age limit for the GSTV Cash is 21 years as of 2025.
- Your 2024 assessment year assessable income should not go above the $34,000 cap.
- The annual value of your home should not go above $31,000 as of 31 December 2024, and you do not have more than one property under your name.
- For GSTV MediSave:
- You are living in Singapore and hold the Singaporean citizenship only, no other country’s.
- Your age to receive the support is 65 or above in 2025;
- The annual value of your primary residence should not exceed the value of $31,000 as on 31 December 2024;
- You must now hold more than one property in your name.
- For GSTV U-Save:
- You must be a Singaporean citizen living in an HDB flat of any type.
- You are paying half the rent of the flat or not even paying rent, but one of the occupiers must have Singaporean citizenship.
- If you have put the whole flat on rent, then at least one tenant must have Singaporean citizenship.
- When you have rented the whole apartment/ partially rented/ or not rented at all, then the owner or flat occupier, or tenant, must not have more than one property or interest in buying any property.
- GSTV S$CC rebate:
- People must be living in an HDB flat, and at least one occupier or owner should be a Singaporean citizen.
- The HDB apartment occupier of a flat owner must have more than one private property or have any interest in buying one.
- If you own the apartment, you must not have put the entire flat on rent.
Payout Amount
According to the Singapore government benefits guidelines, Singaporeans can expect the following payout from the GST Voucher four components:
- GSTV Cash:
- The eligible Singaporeans would receive the cash payout of $450 or $850, depending on the annual value of their home.
- GSTV MediSave:
- Singaporeans 65 years of age and older who qualify would receive a MediSave top-up of up to $450.
- GSTV U-Save:
- Payout depends on the HDB flat type, so here’s the U-Save rebate for 2025:

- GSTV S&CC rebate:
- The eligible households will receive the rebate offset between 3.5 and 1.5 months, depending on the HDB flat type.
Payout Date
According to the GSTV scheme guidelines, the Singaporean government will process the GST Voucher payout on the following dates:
- GSTV Cash: The GSTV Cash payout will be processed in August every year; the dates may vary depending on the way you receive your payment, for instance, the recipients receiving payment through PayNow-NRIC would receive faster payment, followed by Bank crediting and GovCash.
- GSTV MediSave: The GSTV MediSave payout is also processed in August every year in your CPF account.
- GSTV U-Save and S&CC rebate: The rebates are quarterly payments, so in April, July, October, and January, both GSTV rebates will be made available to qualified Singaporean households residing in HDB apartments.
How to claim?
According to the Singapore government, no application is required for the GST Voucher scheme for the U-Save and S&CC rebates, whereas for GSTV Cash and MediSave, you may need to apply if you have never received the payout.
The Singaporeans who meet the eligibility criteria for the GSTV Cash and Medisave can go to the Govbenefits portal at https://www.govbenefits.gov.sg/ and complete the application by 20 June 2025.
