The Singapore Ministry of Finance has announced that over 950,000 households will get the U-Save, S&CC rebates this April 2025 as the first quarterly payments for the Fiscal year 2025.
The U-Save rebates offset the utility expenses for lower-to-middle income Singapore Households living in the HDB flats.
According to the Budget 2025, the eligible households will receive up to S$760 U-Save rebates a year based on their HDB flat type. The government will issue the payment automatically in the first quarter of April. The government will inform you about the payment through the SP app or send the quarterly inserts with your utility bills.
Under the U-Save, the Singapore government offers the GST Voucher U-Save, Assurance Package (AP) U-Save, and Cost of Living U-Save to the eligible households. The support helps the households in managing their expenses well with the rising cost of living.

Eligible Criteria
The Singaporean who meets the following eligibility criteria will receive the financial support under the U-Save scheme from the government:
- The Singaporean households residing in HDB flats;
- The household members living in a flat together must not have any interest or own more than one property in Singapore.
- If you have partially rented the apartment or not rented it out, you may be eligible for the support when at least one member living in the flat must be a Singaporean citizen or owner to get U-Save.
- If the entire HDB flat is rented out, then there must be at least one tenant who is a Singapore citizen.
Payout Amount
As mentioned earlier, the eligible Households can receive up to S$760 a year under the U-Save benefit based on the type of HDB flat they are living in. The Singaporean households wondering about their payout can check the U-save payout amount for each flat type below, and calculate how much they will receive in April 2025:

Under the Cost-of-Living U-Save, the amount includes the $20 per quarter rebate for the Carbon Tax and Water Price to be disbursed from April 2025 to October 2026 in each quarter from the $1.1 billion COL package announced last year. The additional rebates will be offered to the eligible HDB households with the top-up GSTV U-Save payments in each quarter.
Eligible households will also receive the S&CC rebates up to 3.5 months in the FY 2025 for Service & Conservancy charges this April 2025.
Where will the payment be credited?
The Singaporean government will credit the U-Save payments directly to the eligible household’s utilities accounts with SP Services and S&CC rebates directly to their S&CC Account with their Town Councils.
The direct payment will ensure your Utility bills are taken care of, and you can get instant relief from the increasing expenses. If the household has any queries about their payment or eligibility for the U-Save, they can contact the authority by calling 6671 7117 (between Monday to Friday) or submit an enquiry on the official website.
The household can also check the payment on their SingPass account or check their Utilities account to see if the support is reflected on their account. There is good news for the eligible households that the gas and electricity tariffs will be the same from April to June 2025.
How to claim?
According to the U-Save support, the eligible households do not need to file any claim to receive the benefit, as the government will automatically disburse the payment directly to the recipient’s account based on the utilities account information.
As no application is required for the U-Save benefit, Singaporean households can stay worry-free and get their utility bill offset through the benefit. The AP U-Save benefit is effective for four years from 2023 to 2026.
Around 80% of Singaporeans reside in HDB flats, and they can save up to 60% to 70% on their utility bills through the U-Save support, depending on the type of HDB flat they are living in. The households should regularly check their Utility account to ensure they receive the April 2025 payment.
